Water Treatment Plant Improvements
Sealed PROPOSALS for the City of Marble Falls, Texas, Water Treatment Plant Improvements, 750,000-Gallon Clearwell, Transfer Pump Station, and Backwash Pump Station, shall be marked with “Sealed Proposal – Water Treatment Plant Improvements, 750,000-Gallon Clearwell, Transfer Pump Station, and Backwash Pump Station” and be addressed to Christina McDonald, City Secretary, City of Marble Falls, 800 Third Street, Marble Falls, Texas 78654. Proposals will be received and publicly opened at 10:00 a.m., September 11, 2013, at the City Hall Council Chambers of the City of Marble Falls, 800 Third Street, Marble Falls, Texas 78654. Bidding Documents may be obtained upon payment of $125.00 (non-refundable) at the office of Atkins, 6504 Bridge Point Parkway, Suite 200, Austin, Texas, 78730. Checks shall be made payable to Atkins. Documents may be examined without charge at the office of the City Engineer or at the City Hall Office, 801 Fourth Street, Marble Falls, Texas 78654.
A Cashier's Check, Certified Check, or acceptable Bid Bond, payable to the City of Marble Falls, in an amount not less than 5% of the maximum Bid price submitted, must accompany each Bid as a guarantee that, if awarded the Contract, the Bidder will within 15 calendar days of award of contract enter into a Contract and execute Bonds on the forms provided in the Contract Documents. The Bidder's deposit shall be forfeited and become the property of the OWNER in the event the Bidder neglects or refuses to enter into a Contract and to furnish Bonds acceptable to the OWNER within 15 calendar days after receipt of Notice of Award from the OWNER. The Bid Deposit of all except the three lowest Bidders will be returned within 7 calendar days after the opening of the Bids. The Bid Deposit of the three lowest Bidders will be returned within 7 working days after the executed Contract and required Bonds have been finally approved by the OWNER.
The successful Bidder must furnish PERFORMANCE and PAYMENT BONDS on the forms furnished with the PROPOSAL, in the amount of 100% of the total Contract price, from a surety company holding a permit from the State of Texas to act as surety. The surety company must have a minimum Best Key Rating of "B", or if the surety company does not have such a rating due to the length of time it has existed, the surety company must be eligible to participate in the surety bond guarantee program of the Small Business Administration and must be an approved surety listed in the current U.S. Department of Treasury Circular 570, and must meet all of the related rules and regulations of the Treasury Department. The surety company and the agency or agent issuing the PAYMENT and PERFORMANCE BONDS must be authorized to issue and sign PAYMENT and PERFORMANCE BONDS in Texas in an amount equal to or greater than the total Contract price.
A non-mandatory pre-bid conference will be held at 10:00 a.m., August 29, 2013, at the City Hall Council Chambers of the City of Marble Falls, 800 Third Street, Marble Falls, Texas 78654. All prospective Bidders are invited to attend.
The engineer’s estimate for full completion of this project is approximately: $1,300,000.00
The City of Marble Falls reserves the right to reject any and all bids and to waive informalities.
