City mulls conveying alley

City Council Monday approved a permit application for the Llano Crawfish Open and considered a citizen’s request to convey a portion of an alley at a fair rate.
Citizen Paul Hull asked council members to allow him to
close the alley section—measuring 19.44 ft. by 147.22 ft.—and combine it with
his property. The area in question is bordered by Flag Street to the east and
Exall Street to the west.
The issue was ultimately tabled.
After city staff determined the property did not include any
current or future utilities, Hull was quoted a $2,430 price, or $.87 per sq.
ft., based on the fair market value from the Llano Central Appraisal District.
"All I’m asking is for a fair rate on the property,” Hull explained. "I’m not asking to purchase it for free.
Hull requested the city consider $.63 per sq. ft.
Since the alley is unused and not maintained, Hull said he failed to see any value in the city maintaining it. He described numerous benefits if the city conveyed the property to him, such as increased upkeep and more revenue from the tax roll.
